Um...maybe I should rephrase that. Santa Claus isn't usually made out to be this sinister.

I guess it is pretty odd when you put it that way, though. Santa Claus is meant to be a story for children.

That is part of it, yes. He's also sort of an embodiment of the spirit of giving that is associated with Christmas, so he gives children presents as well for good behaviour.
